Can't get Reclamation Rock quest/zone

Hello, I'm almost level 66 and I can't have Reclamation Rock quest zone. I thought I had it and accept it. I did drowned first and then poof!!! no Reclamation Rock anymore.

The druid in protector's enclave don't give it to me. How can i have it? :mad:

    Press "U" to see if it pops up in the level up window, also the in the 2nd area in the Drowned Shores Seven Toes was offering it.
