Terror bug

Hello, so mine Pure terror reducing just about 10-20% power. And it's not just to 1 class, I have tried vs TR, GF and GWF.
It should reduce 40% so please fix it.

    Yeah terror does not seem to be working properly unless there is something I'm missing. 40% reduction to my 10k power took me down to 9k. My pvp boon gives me 400 power when hit but I should have had 6400 power with a 40% reduction.
