Switchable power bar

When are we going to get a switchable bar for our powers? I'm fine with not being able to swith during combat but it would be nice not to have to stand around and switch powers between clearing mobs and single target. Seems like it would be easy enough to incorporate!

    Fell to my death several times during tiamat grinds. Trying to swap powers on the move.

    The idea was descibed in details and send to devs a year ago.
    No response, live with that.

    Like power Layout?
    example
    layout 1 (pve aoe): for mob in dung e skir
    layout 2 (pve sing. tar.): for boss miniboss dragon..
    layout 3 (pvp)
    max 5 or 10 layouts configurable and switchable with f1 f2 f3?
    you cannot switch layout while 1 or more of powers are in cooldown
