The OP is right- you can be kicked in PvP by the leader and without voting.
Happened to me as well on a few occasions, as my GS is low(slightly less than 13K) and the leader decided to kick me.
It's annoying to play f.e. 5-10 mins and then to be kicked and get no reward for your time, but it's indeed just ridiculous on top of this to be punished for 30 mins to not be able to que, because some ppl are jerks.....
EDIT: It's either this, or some ppl can make the "bug" trigger to specific person at specific time

After i died at some point, i was inspecting the player who killed me for a few secs, when i recieved the following PM from the leader(the whole conversation with exact quotes and caps):

Must be a very new thing - I've had people in PvP DOM matches stand there at the fire the whole match and, when I PM them to come fight they straight up told me they wouldn't - they're looking for wins for their PvP campaign and it's clear that even 4 on 5, my team was going to win (which was true). I tried to kick him, and got an error. This was... last week I think? Maybe 2 weeks ago. Same thing happened last week as well - someone was simply not participating and my team asked me to kick and I couldn't do it, got the same message about not being allowed to kick.
So, unless this was added... like... Thursday maybe, then whatever the OP experienced wasn't a kick.
This is a borderline necro thread (it's exactly 30 days since the last post) but nonetheless...I'll let this one slide, but I will ask that people refrain from evading the profanity filter with with misspellings, abbreviations, and spacing. If it's filtered, it's done so for a reason and "oh, I was just quoting what someone else said" doesn't make it acceptable here.

So it seems to me that this is still happening but that it no longer gives you a leavers penalty? Is this an intended feature that I don't know how to use or is it just really difficult to fix it properly?
i was a big fan of arc games pvp implementations early on - loved to pvp in this game and STO & i pvped often. I don't really have a care for PVE at all these days, beyond exploring new content or storylines, and of course obtaining new items with which to grow stronger. This was maybe 2 years back.. but just as we were coming to grow together as a pvp community - a large change was implemented that marked the end of the 'fun times' for us.
It's Different, but is it Better?
I've noticed a similar change in Neverwinter as Well. There seems to be a push lately to cater to the other side of the playerbase, those without as much pvp experience, or typically, no love for learning the ins and outs of this side of online play.
So things were changed in STO - Defense was not as effective, but attack power was allowed to climb to new heights - So now even a team who up till that point, hadn't had much success cracking the ships of the more experienced players, could now damage and very nearly destroy a better player, provided they keep them under attack long enough. Which is great for new players, but doesn't reward mastery, just aggression & timing.
Sadly i've noticed the same changes in Neverwinter as well: With the lvl 30 items usable in the 20 bracket, and so forth; Offense, stacking Power & Chaining Stuns is King - and there's nothing u can do except wait out the combination.
It's definitely 'A Direction' to take pvp. But the unintended (or intended ) Chill that this puts on
interest in pvp, how it disenfranchises new players to PVP in this game cannot be overlooked.
The Practical Side of This Approach.
This offense & gear > Defensive Options & skill direction is understandable from a business standpoint of course : there are more people who don't care for traditional pvp, or who are bad at it; than there are people who love PvP and actively strive to improve their skill in it. Therefore catering to the larger crowd means more money potentially, and money is what this is about ultimately.
Concept vs Application
If you want to see the fruits of this new direction, one only has to queue up solo into the BG in the 19, 29 or 39 brackets to get a taste of what this is doing to the state of PVP in Neverwinter.
Those looking for some entertainment and a chance to test out their latest gear setups are often treated to a lesson is frustration. 1 team is either stacked completely (premade) or have some overgeared nightmares that no one can touch, who then slay the opposition with impunity.
And sadly no matter which side ur on it doesn't end up being fun - invariably people quit or just afk rather than suffer though a system that encourages people to take the fun out it willingly, just so on the off chance that they do face another premade or overgeared opponent, they can stand a fighting chance. Which sadly, never seem often enough - although i'm sure they may tell u their mileage varies.
We Don't have to Let PVP stay like this
This system as it is currently set up, leaves new & leveling players interested in pvp left to two basic options : Either Suffer in Silence and press on, or quit pvp; stay out and PVP only on stacked teams with your friends and then come back to pvp seroiusly after u have enough gear to be the abuser rather than the abused.
While this all goes on it translates directly into less people PvPing & learning the Ropes. This devolves competition & mastery of the game, and results in less fun for everyone.
Right now - instead of ~like geared people queuing up at random for fun. At least 50% of my experiences are of a 1 sided blow out early on then 10 to 15 mins of sitting around waiting for the match to end. No one enjoys this.. i don't even think those who overgear truly enjoy this process; tho perhaps they take solace in the fact their leaderboard rank inches forward after the fact.
My Suggestion
I've made a similar post once before on STO's forum.. it was a spirited debate but ultimately those CM's who commented seemed to feel a wait and see approach was best. Well, I waited, I've seen. I hope those CM & Coders & players not in the know take a moment to witness what I & others put up with currently.
I'd like to once again ask for a careful & open minded eye be cast upon PVP in neverwinter, as well as what PVP Could be for those of us who enjoy the chaos & joy it provides.
If PVP wasn't important to you, u would not have implemented it into the game; Please help to ensure our PVP remains an important and worthwhile experience in this game, and indeed within all your games.
PvP Isn't easy, it takes time, patience and a certain love of losing & learning ; but like most worthwhile things, putting time into it is something that is required. PVP isn't like running a dungeon, you may not win every time - Or maybe even 10% of the time.. But that's the challenge. It's not too late for our PVP if there are those at the helm & among the player base who feel the same as me and are willing to say ""alright, lets see if we can have both a fun, rewarding PvP & PvE experience, For All of Us"
It's just a request, but i'd like to ask that you keep the fun in.. on both sides of the table.

I believe pvp is important not just to the ones who love it - but for everyone who values problem solving, mastering one's own emotions and, knows that while AI is always there, the truest challenge you can find online is battling Another Player bent on defeating you.
I tried PvP for the 1st time tonight, I found it rather boring. Maybe with a hand-picked team, but random with all of us running off in different directions….no thanks. Plus, level 60 is not at all a sign of equality.
As has been stated several times, abuse of vote kicking or the kick feature is considered to be a violation, and as such, must be reported via the ingame GM help function or the support website, and not to be discussed on the forums.

Only time you could be kicked is if you are offline, meaning usually a crash and that shouldn't give you the penalty.

I sincerely hope that this new "feature" is removed. At the very least, you shouldn't be further penalized after being involuntarily kicked out.
I think you hit the nail on the head. Simple programming oversight. Humans makes mistakes.

They know about this buggy exploit for 2 MONTHS now.

Together with the people DCing to avoid leadership drop.
We were assured they will be fixed.
Mod 5 around the corner, and instead of fixes, we get even more buggy new content.
