All the shards I get from MotH skirmish are BoP to character.
So how come there are so many for sale at the Auction House?

Actually they were, however they 'fixed it' but in order to unbind them you had to split the stack which doesn't work anymore.
One per stack was yes, the rest weren't.
But the enchants I have made from them are not BoP. I can move those around. Which is a good thing, as one character has a Rank 9 on the way to 10 and about 20 shards, while another has a rank 8 on the way to 9 and about 5 Shards.
So do I use two rank 9s on two characters, or use one rank 9 to make a Rank 10?
I hope I still have the choice.

Refine bound bark shards get bound lesser enchantments, is how it works right now.

Is that deliberate, or connected to the issues with the Summer Festival?
What about Barkshield and Greater Barkshield enchants? Will they be bound to character?
The Rank 8 and Rank 9 I have at the moment are not Bound to Character.
What if I refine them some more, will they become Bound?
I did some quick testing on preview a few times in the last couple of weeks (I had bug reported a bound lesser enchant and it never got resolved, so was testing how to upgrade and unbind it) and then used an unbound lesser plus a bound lesser to make an ubound normal on live.
If you use a bound lesser enchant to pair with a refined unbound one you get an unbound normal enchant.
If you use 2 bound lesser enchants you get a bound normal enchant.
If you make a lesser from bound shards it is bound.
You can not split unbound from bound stacks.
I tested this across several toons on my account with the same results.
I never got a resolution from my support ticket or bug report, so I have no official word on this.
I'm leaning towards this being the new WAI, since bark shards are predictably obtained. If it is the case I'd love to see the chance to upgrade being increased from 1% (20%, 15%, 10%, 5%?) to make it seem supportive of fresh 60s gearing up.
Fey blessing, terror and elven battle are more predictably obtained...
But what if you use bound Shards to refine a Rank 8 or a Rank 9 unbound Enchant?
Do THEY remain Unbound?

Where do you get those? I have very few Fey Blessing and Terror, and no Elven Battle enchant shards. I have done the Sharandar quest to kill the thing in the cavern many times and do not get a Terror shard from the chest.

You should get one shard per run in the chest, along with some crescents and one other piece of loot (and sometimes a Dark Fey seal).

Go to preview and try it out. I think I saw that the refining materials don't make a difference, as long as the item you are refining/upgrading is unbound. Obviously, for your own sanity you should check on test for yourself first.
I guess you are correct, but aren't they gated by needing a key to open the chest? Barks are more easily farmable to my mind, but we're not here to split hairs
