Bloodthirsty Title and Buff?

My friend has the Bloodthirsty title (kill 5000 people in PVP) and I noticed whilst playing he has a bloodthirsty buff/effect, which counts down. Does anybody have any idea what this buff/effect do?
Only another 1000 people to kill for my bloodthirsty title, so I am kinda curious

    Bloodthirsty title has nothing to do with the buff , I'm guessing your friend is a HR because the buff is a Archery paragon feat -

    Bloodthirsty
    After activating a ranged Encounter power, your neхt melee Encounter power will deal an aditional 3/6/9/12/15% damage.
