10% (Green) - 9.2% - 8% lost
15% (Green/White) - 12.9% - 14% lost
20% (Green/Green) - 16.7% - 16.5% lost
25% (Blue). - 20% - 20% lost
30% (Blue/White) - 22.9% - 23.7% lost
35% (Blue/Green) - 25.8% - 26.3% lost
50% (Blue/Blue) . - 33.3% - 33.4% lost

It is because of the way that the speed bonus is calculated. See the "Bonus to Speed" section here:
Well there you go. So it does in fact have a diminishing return, and a sharp one at that. I'll have to look into this more to see what the ideal setup is
Did it ever work any differently? i mean it makes sense, it increases speed as in with 100% speed you complete your task twice as fast not complete it instantly

That is in fact how math works. There is no "diminishing returns".
Even if you couldn't just make some calculations and figure out that 50% speed increase != 50% time reduction, you should ask yourself, why would somebody ever put diminishing returns on a stat that has close to 0 modifying possibilities. They could just change the numbers on description until they saw it fit.
