Waukeen Forest Cloak tooltip error?

I just opened a Waukeen Treasure Chest and got Waukeen's Golden Cloak. It is an epic level 1 item, that says, "This is a level 1 item intended to be used for transmutation." Then tags on it are, "Free appearance change, salvageable, neck".

I don't really care to transmute anything with it (i'm level 15 so it'd last for what, 5 levels tops?), so I am trying to salvage it, but it doesn't give me an option to salvage it when i visit the Salvage trader. I take it this is a tooltip mistake, that it is NOT salvageable despite stating otherwise?

    Yes, it was incorrectly tagged as salvageable. In order to be salvageable it has to be level 60 and purple.

    i don't. My GWF got the golden cloak, but is wearing an ancient necklace, which can't be transmuted to the cloak....
    My DC is wearing a cloak which could be transmuted to the golden cloak .... but the golden cloak is bop, so I am stuck with a useless item....

    Can anybody explain to me, why the chest containing the cloak and some of its content (dragon eggs eg) can be traded, but not the golden cloak ???

    but then there`s the question: why would you open it then :D and not go for the strongbox or just open a purse if you don`t want the items in it.

    Because the tooltip on the cloak says: "This is a lvl 1 item intended to be used for transmutation. Free Appearance Change, Salvageable, Neck... "

    (I put the important part in bold)

    ok yes, it`s weird some items can`t be transmuted.
    i know some necks just don`t allow it.
    should be an easy change, but ok. so is fixing walls in exploit instances which just doesn`t get done within 3 months ;p or longer.
