I belive it is, and i believe it works with chill strike, ice storm and icy rays, tho i did read that many had issues with IR and snap freeze
Tested IR mastery yesterday on PTS hiiting 2 different targets, one with chill, other without, and had avarage numbers non-crit ~2100 for chilled and ~2800 for non-chilled, so i belive it works fine at least on test-server.
I think it is a great feat for PvP(for rotations like RoE-CoI(not tabbed)-EF-IK\IR but useless in PvE

Yep, Icy Rays, Chill Strike, Conduit of Ice, Ray of Frost, Chilling Cloud and Icy Terrain. But some of these skills apply chill after their first hit, so Snap Freeze won't proc after a stack of chill has been added to the enemy.
I'm personally still using Snap Freeze, will be useful for Icy Rays and Chill Strike in PvP, and it is way better than the other feat on that column. (Destructive Wizardry I think that's the name).

Hmm, I guess snap freeze is still useful for CoI if it's not i the mastery slot (so no chill is applied), so we can do some damage starting with CoI and following up with a tabbed chill strike.

From my understanding it only affects the first tick of CoI. So basically it only works well for Chill Strike and Icy Rays.

Even if it's not in the mastery slot (so that no chill is applied from it) ? If you're right, that's a bug. With snap freeze, cold powers deal additional damage to targets who are not affected by Chill. CoI (untabbed) is a cold power that doesn't apply chill.
