I tried it leveling up and never really used it, but I see it mentioned often. How much damage do you see? What are some good times to use it? What are some good ways to use it (ie. Knights Valor, etc...) ??
It's good if you're blocking and attacking a bunch of mods. If you have your guard up and they are hitting that shield you'll see a lot of damage go around, especially if you have a plethora of creatures on you. It's good in a pinch but not the best.
I use SoS with knights valor. It works great when you pop them both when a large group of adds pops in PvE. I have no need to chase all of them down, trying to tab target or enforced threat. Since with KV, I am absorbing damage done to my party, any mobs that hit them, I get the damage, triggering SoS which hits the mobs hitting them. Also it causes my Plaguefire to proc as well. Its a great skill combo that goes great with the more tankier builds. Once targets are hit with KV and SoS, they will come my direction, so no need to have another member running around killing them.
and I can't begin to count all the times I've had silly CWs and TRs just about kill themselves attacking me while I have SoS up. you can tell the good ones from the not-so-good ones, by which of them recognize what the floating swords around me mean.
I've actually seen a CW take himself from like 80% health to zero on my SoS, while I blocked. (I ate an Ice Knife during his attacking.)
I think the damage on SoS is based on the attacker's weapon damage, so you're never going to see high numbers. The highest I've seen is 899 damage. For someone to kill themselves at full health they'd have to hit you a lot of times.
I usually slot SoS when going against a lot of stealth rogues - the swords will show you exactly where they are when they start throwing daggers.

The other day I hung back in PVP while the other GF, TR, and others were fighting just off the point. When I popped KV and SoS, it was a steady stream of swords flying in all directions. Wish I had FRAPS running, it was quite a sight.

Supremacy of Steel is good for several reasons. First, it gives you ranged damage. If you're facing a weakened enemy who is out of range, you can use SoS to let them kill themselves without needing to close the gap. (It also hurts people who are hiding on a ledge or somewhere else that you can't reach). Of course, this doesn't work against people who understand Steel, but since matches aren't ranked, it's pretty common to get people who fall for this trick.
Even if people know how Steel works, you can use it to either make them back off or take the damage. If you're about to charge into certain death, you can use Steel, then lunge. You'll soften up the enemies for your allies, and you can damage enemies even while you're CC'd. You can also use Steel to charge into an area where enemy AoEs are being used. Again, the enemy either has to stop using those or start taking damage.
The damage from Steel can be painful but it also has high utility. I use it on a Tactics GF. I'm sure it doesn't do as much damage as Villain's Menace, but since I'm not maximizing damage, Steel is particularly useful as it lets enemies decide how powerful the skill is by turning their own dps against them.

I've used ACT (Advanced Combat Tracker) to record the damage that SoS does over 30+ matches and the highest damage I saw was 899. That may not be the upper limit, but I believe it's based on weapon damage because I saw a trend of doing less reflect damage per hit against rogues (who have lower weapon damage). I've had it up and someone used Shocking Execution and other high damage encounters on me with no SoS hits doing any kind of big increase in damage.

it's a portion of the incoming damage, but i'm not sure exactly how much of a portion.
i get my shield up in time to eat that Ice Knife, and the CW that cast it is feeling it, for sure.
