CW Shadow weaver set expoit?

i saw many guides on this forum about how to max stack the 4th bonus of shadow weaver set, but isnt it a bug? it shouldn't stack i guess, at least no more than 10% crit severity. Anyway, many ppl are getting over 160% crit severity with it and i wonder if it is an exploit or not. If it is not, i ll buy that set for sure xD

    I'd assume it is considered a bug, as it is miles and beyond the best 4 piece in the game whenever it decides to not stop working at random
