Bug or Low Damage in Forgemaste's Flame?

Goodnight everyone!
I would ask if you are having the same problem I in Power Forgemaster's Flame as it says give great damage followed by a Heal (DoT), but the damage is very low! Rather than as currently says in the description of Power 2000 ~ 2300 damage, he is taking around 400 +- on PvP and PvE ;3 that both the divine way as the standard.
Does anyone know what is happening? Is it bug or I did not understand the power?

The tooltip is the collective dmg dealt of the dot.
2000-2300 dmg over 5 seconds.
