I use my own vent... but I have heard a tank talking on the ingame VOIP... of course my vent is strickly for guild members only...but I would like to see pug grps use the voip more... would be better then typing ingame!!

The in-game voice chat can still be quirky. As far as party chat goes, you have two things that cause it to be used less. The first is that the game is designed more toward constant action and the second is that queue groups tend to communicate less then formed groups in the first place since everybody is technically a stranger just looking to get through content.
Yeah, some people stay silent and simply do their job (or at least what they think their job is).
Most of the time the groups I've been in use text chat, and have seen many remarks like in your OP.
I did have one group recently that used in-game voice to coordinate everything and just chat between rooms and such. Made the whole thing more fun. I'm used to having TS3 going in other online games I play (currently MechWarrior: Online) so I miss it when nobody talks.

I guess i'm just used to having the usual mmo cast of characters pop up every now and then.
- The Crazy Hillbilly - talks the whole quest about nothin
- Mr. Uber - who links his whole rig in party and explains each and every kill to you.
- Can't Understand You Guy - with scratchy mic and thick accent but god love em they're talking anyway.
- Loot Rage Guy - who just can't get over the fact that you pulled that nature kit he wanted.
- Alpha Nub - who gives bad direction at every turn.
Where are these people?

I'm Skyping with my girlfriend while playing (she's a Cleric). So we don't use Voice Chat. Have only had one person in a PuG using it... and he was kind of a jerk... 4-5 levels above everyone and complaining he was doing most DPS etc... LOL.
I rarely type in party, because I'd rather keep moving and fighting etc... I do tend to complain about the boss room in Cragmire Crypt, since that seems to be the worst place for me lag-wise. -_-

I tried the ingame voice a few times and it's... I wanna say it's awful, but at least it would have to work in some way to be awful. It usually doesn't. Even when I try ingame voice with friends and guild mates there's always one or two of us who either can't hear a thing or who aren't heard by the rest of the group.
As for text chat with random guys, I always say hi back. :P
i talk probally more then most i hate how most people get on 3rd party voice chats it stops people from being friendly in game and really exludes others not on it maybe cryptic could make it easier to chat like a single quote for say # for party @ for guild that type of thing and if something isnt typed for say 20 seconds it goes back to the game and if your attacked it should close so you can defend yourself

I would have no idea how I would find time to chat in a Dungeon Group as everyone runs from Mob A to Mob B quicker then I can count to 3!
I have never even seen any kind of cohesion said out before attacking a final boss nor have I seen a Healer ask that one DPS or Tank stay close in case of adds.
I barely have time to loot let alone use a harvesting kit before the entire group is 300 meters away from me. I once yelled "WAIT - Chest Here" and no one came back to loot it.....
On top of that there are traps and secret doors every now and then but yet no one waits for the Rogue to do his job.
Is there a BONUS for going through the Dungeon the quickest way possible??
Anyhow, I do understand that if you have a dedicated Guild Members or Friends this could all be avoided but yet again, simply typing hello would not even garner a response in any PUG groups I have been in.
Guess that is just the way things are with Pugs.

The thing with PUGs, especially at the high levels and epic mode dungeons is, that they just wanna get it done and over with as quickly as possible. I'm not saying this is good or bad, everyone has their own opinion on the whole thing, but people generally just want to get in there, kill all the trash that cannot somehow be avoided, whack the bosses, grab the loot, rinse, repeat. And yes, that generally includes skipping all the chests with worthless enchants and green items in them.
Once again, I'm not here to debate whether that's how dungeons should or should not be played, but it's what PUGs do. If you wanna communicate, explore the whole thing, take your time, it's usually best to play with a bunch of people you know and love.

No you're not. :P Nobody is excluded from using the queue tool and if you don't like people rushing through dungeons like mad, go find yourself a guild. And if you don't want to be part of a guild, refuse to team up with strangers and you don't have any friends to play with, then maybe, just maybe, an MMORPG is not necessarily the right type of game for you.
If the voice chat system wasn't bugged I would probably use it more.
Currently if you leave voice chat enabled, and re-enter a bunch of different parties, your chat bar fills up with a constant spam of "(mic symbol) Party Chat" takes up a whole line, and very quickly it fills up your whole chat box and you have to choose between voice chat with 25% of players that might talk with you in voice chat, or be able to see whats happening in chat.
1) I don't have time for the queues. The queues tend to take an hour or better to pop, I have maybe a few hours before bed to play.
2) I haven't found one single guild that plays when I'm on. I play Oceanic times, and it's very frustrating. I'd love even more to find a decent roleplaying guild, but given I can't even find an Oceanic guild...I don't have high hopes.
3) You make a lot of rude assumptions.
Then let me make another rude assumption by saying you've probably never used the forum search. There were oceanic guilds looking for members on here even before the headstart phase. Surely it can't be that hard to find like-minded people.
I always say "Hello." to the party when I pug (pick up group). I prefer guild groups but we still have a lot who aren't 60 yet. I have to say, my PuG experiences in this game have been stellar so far. Being the tank helps I guess because the worst groups are when you get a crappy or arrogant tank.

I can't get the in game voice chat to work at all. Even in just a two person group the other persson can't hear me and I can hear myself with a delay. It's very frustrating because I was excited about the voice chat making it easier to meet people to form a steady group. PvP would also be much better if we could coordinate.
Well first of all, the voice chat doesn't work. My friends and I fooled around with it for about 2 minutes, we couldn't get it to work so we just said: "@*#@ it, let's just talk on Skype" and that's what we've been doing since.
This is why no one ever uses ingame Voice Chat systems in any MMORPGs! Because they are not easy to setup! The UI sucks, they don't work instantly, and why even bother putting more than 120 seconds to make it run when we can just take 10 seconds to load our Voice Chat software of our choice and start chatting instantly!
This kinda thing should be easy! I put the headset on my head, I press a button, and I chat! That's it! We shouldn't have to spend 1 to 2 minutes figuring out why the ingame Chat system isn't working, why 1 guy can talk, the others can't, or why 1 guy can't be heard but we hear him, and then we switch back to Skype, Ventrilo or Teamspeak and everything just works right away!
