I'm not sure how the GF tab ability works, i hit it, it seems to put somekind of buff or debuff on the mob for like one swing, and that meter seems to always be all blue. i know its a stupid question.

So your asking a stupid question yes because if you just looked at the spell tooltip you'd have answered your question. Now if you dont know how to do that, hit alt and then put your mouse over the spell tooltip.

The blue meter is for your guard, with the shift key. It has nothing to do with tab, which is your mark. Without any feats, the mark provides a small damage reduction and a bit more threat when you hit that mob while the mark is on it. You can spam the mark on multiple mobs at the same time. The mark goes away after a certain amount of time, or when you take damage from that mob.

You apply a spell called Mark, which courses you to make more threat on that target with you attacks.
BUT, it will disappear when you are hit by that mob (hit as in lossing hp) so you need to block/dodge as much as you can to keep it up.

OP as others have stated it is sort of a soft taunt, basically increasing your threat against the target. The thing that sucks about it is if said target damages you, you lose the mark. ( A mechanic i find rather cumbersome and annoying.)
