And OP still needs to explain the problem, because I ain't seeing one.
The OP suggested that someone was shooting into the spawn area of an opposing team, that sounds like something that isn't indended. Whats wrong with him logging a bug report if he thinks that it is a bug anyway?
Raising the spawn points by about three feet would fix this problem.
I'd also put an instant death effect for the other team that steps too close to it really. Some say grave camping is fine, but it's such a turn off to people playing the ones camped that it just ends up with people afking, reporting, or not playing, which leads to longer waits or pvp maps being taken down to be fixed.

nope, deft strike from stealth has an 80' range... easy access

Nothing, but it's not a bug.
Also note that not all classes or skills require you to stand on that pillar, so even if that were 'fixed' (even though there is nothing to fix), it would still be very possible to attack players in spawn.
If damage immunity in spawn was intended, they would have simply made it like that.
Finally, and most importantly, the reason why this isn't a problem: if the enemy is pushed up enough to be able to camp your spawn without your team being able to push back, your team is doing so insanely badly that it doesn't matter that they can attack you in spawn anyway. What would not being able to be attacked in spawn get you? That's right, absolutely nothing. If it gets this far, you've lost. Suck it up.

If it was intended for you to be able to get into the enemy's spawn point, you wouldn't have to teleport/lunge/etc. to get there. There is no content anywhere in the game which requires this type of acrobatics, so I don't see why it would be intended here.
The only reason people fight at the spawn point is when one of the teams has given up. Maybe Cryptic should put in an vote option to surrender, but also not give any glory to losing team so that it doesn't encourage the afk/quitting BS that's going on.

Okay, and?
Did you log a bug report for it? It won't get fixed if you just bleet about it on the forums.
Why do you say it is a bug?
