The "right" amount would have included a VAT tax. If you have never paid it before that is when fraud was happening . Actually there are a number of non-fraudulent reasons why it may not have been collected in previous transactions, but the fact is there seems to be no fraud in what you were charged assuming your receipt shows the difference being related to VAT taxes

Except if you check a game on steam, it says euro. Neverwinter advertises its founder packs in dollars. EVERYWHERE. (you only see euros on the paypal site)
hey im trying to figure out which one I should get the 59.99 or the 199.99 I happen to see a lot of good things about the game but im clueless looking at the price it seems like there is a lot more stuff is it worth getting the 199 for me being a **** or the 59. if anyone can help ty
Sorry but I don't think any game is worth a $200 hit, expecially unproven and pre-release in a game where you are still going to be paying after the initial purchase.
Ask if you really need the stuff in the pack. The $60 pack is more reasonable given the cost of new games these days, but again take into account you will still be paying and if you really need it. And throw any promises of headstarts out the window for an MMO launch as tomorrow, the servers will likely fry.
You obviously don't know the definition of fraud. Prices are different in different countries, and exchange rate tends to be largely irrelevent.

If you want my honest answer, I'd wait before pumping out the money. You can still try it for free and see if you find yourself playing it for a long time. If the answer is yes, you can always pump money later.

I kinda paid 39$ to get 3 day headstart, but ive never even gotten into game yet...58hours and counting... so im soon getting only 78$ worth of **** items.

That is true, its been long time since steam made their prices 1$ = 1€. But there hasnt been any info about the exchange rates in the website here.
