If I am correct, there should be an option in the video/troubleshooting where you can select your vga and then you can enable dx11 effects... I DONT HAVE THIS OPTIONS. I had this problem in closed beta and I have it now too. I just dont have it. I have a gtx550ti 1gb oc with the 314.22 nvidia driver.
Someone pls help me.

Yes! It will detect optimal and custom settings for Neverwinter, including, for those capable, a Neverwinter-specific SLI profile. PW partnered with Nvidia for this game. Get it!
That being said, with the latest drivers, your card probably already IS using optimal settings for the game. But you might as well get Experience. It's pretty handy.

In the bottom right hand corner there is an option button, using that and then going into video->troubleshooting, I have the DX9/11 options after the Render scale slider.

Launch game, on character select screen hit options in bottom right. Video tab, Troubleshooting, then Video Card (requires restart) is where the option should be. I'm using 314.22 drivers and DX11 shows up there for me.

I had the same problem and the answer that you got from tech support accually solved my problem. When I open the options screen I have some options like Render slider, AA and what not. At the very bottom of this windows there is a "Troubleshooting" button. Pressing this will expand the window further and there it was. A drop down where I was able to choose dx 9 / Dx11.
Ok listen carefully, at the main login screen go to options (the tab is located at the right bottom of your screen).
Then choose video and scroll down till u see the troubleshooting tab. Click it and u will notice that u can scroll further down.
U will see an option that shows your graphics card. Click there and then u will see 3choices .
1. Automatic
2.your videocard with dirextx9
3. Your videocard with directx11 (beta)

Ok found option in trouble shooting if you scroll down and see where it says videocard, if you click on that get option for whatever your card is in either DX9 or DX11 beta, mine says AMD HD 6870 dx11 beta now so see if you can change this.
Maybe you should try reinstalling the game? It could help and it's better to do it now that you are not actually playing.

But I tried it already. Plus I had the same problem in the closed beta weekends. I reinstalled before the open beta and I did it again yesterday.

Yes. They said I go to video/troubleshooting and there can i set my dx11. Automated robot answer because I just told them i dont have that. Still waiting for another answer. Maybe the guardian guys play with my vga I will ask them.

In that case, it may be an issue with your client. Try the following:
In the Launcher, go to Options and check 'Disable On-Demand' patching. See if this works.
You can then try to 'Force-Verify' to make sure your files are not corrupt or missing.
You can also try to run in Safe Mode as well.
Here are some other possible solutions if you have not already done so:
Make sure the game and your drivers (graphics, network, sound, motherboard, etc) are fully updated.
You may have to be on a Windows Admin account, or have Run as Admin access (right-click and select run as administrator) to be able to download, install, update, and run the game. If on Windows Vista or 7, you may have to change the level of your UAC settings or turn them off temporarily.
You can try trying the compatibility mode of the game launcher. Right-click, go to properties, and go to the Compatibility tab. Check the 'Run this program in....." and try different modes, such as XP Compatibly mode
You may need to uninstall the game, making sure to remove any excess files, then re-install it.
So I started to try out the things... and when I ran the exe as administrator... I got my effect. This is really odd, cause I did not have any similar problems in the past and my UAC is turned off. I should try this it before...
