At around level 25 or so, 1 of the people in our group of 3 would turn in a quest at the same time as us but would not see the follow-up quests. (We played these toons together at all times on quests. We solo'd a few foundry and mobs waiting for the others to get online) I would be able to share the quests with them but this then became mandatory even when going into other zones. I always had to share the quests because they never saw any available. This mainly affected just 1 person with a few instances where it affected the other. It never affected me.
95% of the time I could share the quest(s) but sometimes it would not share with him unless the 3rd person in the group shared it with him. IE: my sharing didn't work after repeated tries. Once we made it to the final zone he was able to get 50% of the quests by himself. but the rest had to be shared still.
I think each quest has a (not obvious/hidden) Minimum character level. For example in the graveyard I had this problem twice in between quests. First time I was very close to lvl 24 and had ran out of quests. Killed trash for 15 mins and I had leveled up and the next quest was available. Happened again a few levels later. Perhaps me running past mobs between quests meant that I had less xp than Cryptic wanted me to have by that time? Was a bit frustrating though!
Another thing to note is that using Ctrl+I sometimes gave you an xp boost (my son got one that gave temporary double xp). Perhaps you got one of those and didn't notice or perhaps you just killed more mobs than the others! Also comparing weekend 1 to 2, I had less xp after the same amount of quests from Guardian Fighter to Control Wizzy...

OK Bezza1985, this may have been the issue then. He was usually 1 level lower than us. I wasn't aware of the level requirement and assumed he would see a 'white' quest and not be able to take it because of level if that was the case.
Over the weekend I quested in a group with my wife, shes was always about 1 lvl in front of me, so when we handed in quests she would sometimes be offered a quest that I wasn't, which is far enough. However she was also able to share a quest that I wasn't offered yet. An example of this was the Companion quest, she received the quest at lvl 16, she shared it with me when I was only 15.
I went and received my companion and the runestone reward from the chest. When I hit 16 sgt Nox offered me the companion quest again, I completed the quest again and received another companion and another runstone chest reward. This also happened in the giddy up quest, although you don't get anything on that one. Sharing quests seems to also put the quest line out of sync, we both completed the sea caves quest and handed it in, my wife was then offered the quest again, every quest after that I had to share because she wasn't being offered any.
Odd, i got out of sync with doing a whole lot of foundry quests. When i tried to go back to the main story line, i couldnt find any quests to grab in any region. I was totally locked out, ran around for 3 hours checking every dam npc for a quest. So i just ended up doing more foundry quests..:(

My wife and I got DC'd during a foundry quest and completely lost the quest from our journal. When we tried to pick it back up, it said we already had it. We had to complete a different Foundry quest, then like magic the other quest reappeared in our log. Reported the bug in-game... I hope most people used that feature too.

They shouldn't be so restrictive about letting people pick up quests at the wrong level. If people are grouped it will be easier anyway. At least they should allow a level or two more leeway.
