Here's a little highlight video showing how ridiculous Ray of Frost can be and how pointless Life Steal is.

To expound: As you'll see in the video I'm able to very quickly fill my Action Points up with Ray of Frost. Also, notice the amount of damage I do with Ray in comparison to Cloudchill. Why would I ever want to use my left click again?

Also life steal seems like it either isn't working properly or is too weak.

    The problem isn't with Ray of Frost though, it's with Chilling Cloud. Chilling Cloud is horrible and weak and useless. Until at least level 30 (depending on what the Paragon at-wills are like), there's just really no reason not to have Magic Missile and Ray of Frost as your at-wills.
