How are they implementing the concept of a daily power? Will it be based on in game time and if so anyone know the real world time this translates too?

They do it by cooldown. They're just powers that have a longer cooldown than everything else. As far as I'm aware anyway.
Dailies are powered by "Action Points" These are gained by a class specific actions, generally attacking enemies. There are not only on a prolonged cooldown.
Yea basically that 20 sided D20 on the UI fills up any time you do class specific abilities such as attackign from the rear as a Rogue, blocking an attack with a Fighter or healing as a Cleric and when the die fills up you can use your ability. In all the videos Ive seen, and ive seen plenty now *eyes twitch* it looks like its on about a 90 to 120 sec cooldown approximately (1.5 min to 2 min).

At-Wills are, well at will.
Encounter powers have standard MMO-style cooldowns.
Daily powers tie into an action point mechanic. If you look at the videos you will see a picture in the action bar of a sort of glass d20. As you earn action points it fills up. When it is full, you can use your daily. You gain action points by doing the things your class is supposed to do. Rogues from attacking while flanking, tank types from absorbing damage, control wizards from using control abilities. So, the more you play your role, the more often you can use your dailies.
Kinda cool in my opinion.
