Soul Investiture shows up as the heal portion in ACT. To show that you are not receiving the damage buff you'd need to be comparing your Outgoing Damage.
I'm agree with you, but, in fact it absolutely does not work as expected. It's supposed to heal puppet up to 100% when maxed, but in facts it provide heal for myself, puppet or pet, the proof (all 2.5M hits are one my pet):
My DPS has fall of around 40/50 millions between the "zero bug" and this one

That is just how ACT displays it. Should you compare your ACT to your in game combat log, you'll see that the heal goes to the Soul Puppet, not you or your pet. This is an old log from 30/07/2021, and it shows exactly the same as your scenario, so your recent drop in DPS would not be a result of this.
Also, like I said above, you need to compare parses of testing powers in Outgoing Damage to see whether they are being increased by Soul Investiture to verify this, not showing a correctly functioning heal with no data of whether your damage is being buffed or not.
I stripped my toon off of all gear, mounts, companions etc to pevent any possible fluctuations in results and tested out 5 hits of Killing Flames with no stacks of Soul Investiture (the hits between the red lines), and 5 hits of Killing Flames with 5 stacks of Soul Investiture (the hits above the top red line). You should be able to notice, by comparing like for like, that Soul Investiture is indeed increasing our encounter damage correctly.
In the case of the non-crit deflect hits, with no SI it hit for 8511. 20% of that is 1702.2. 8511+1702.2= 10,213.2 damage with 5 stacks of SI.
In the case of the crits that were deflected, with no SI it hit for 14,334.3. 20% of that is 2866.86. 14,334.3+2866.86= 17,201.1 damage with 5 stacks of SI.
