Cloaked Ascendency Bugged ?

Frustrating as hell . Was working on alt , currently on Chapter 3 in CA Campaign. Undercover, says go to tower of alteration which is ?????? I can’t fast travel to River District. It says I need to do up to Chapter 4 . Plot trail keeps taking me to Moonstone than ends .
I know they took a lot of maps out of game, and am thinking this is reason for problems.
Can anyone guide me to unlock River District for FT?

    Can’t find the Tower of Alteration . Keeps leading me to moonstone mask .

    Tower of alteration is in PE. South east corner of the map. Coordinate: 981, 235.

    I found it . Ffs , fix your bugs . Stupid trail is so effed up
