Neverwinter Guild Strongholds - Not possible to progress further after 3 structures at L1

However after building the lumber yard to L1, and the farm to L1, then the guild hall upgrade to L2, and the market shops to L1, there isnt anything left we can build. The options for the Stone quarry or the metal structures have not showed up as options. Any further progression requires either stone or metal to build additional structures.
  
  Please help. We are all stuck on this and if its impacting us its probably impacting other newer guilds as well.
