Unclaimable sharandar for alt?

My alt bard just recently started grinding through sharandar part 1 and I'm unable to claim the milestones. This also doesn't advance the quest line if I can't claim it. Is anyone else having a similar problem?

    Is your inventory full? Or, have stuff in overflow.
    By the way, everything is claimable by any character which does the campaign.
