Misleading information about Entering Well of Dragon

in Bug Reports (PC)
With one of my toons I was unable to enter Well of Dragons:

As you can see, it says that need to complete quest given by Harper Boward, but Harper Boward no longer gives that quest.
The only solution was to open Tyrany of Dragons campaign screen and Start Campaign:

After that I was able to enter Well of Dragons.

    Cryptic doesn't care about their tooltips. They think it's funny when they're wrong. They like to confuse the players. Must be the case.
    Apparently pointing-out the bleeding obvious is a 'personal attack'.

    Just to make sure your IL meets the requirement? IIRC I think you pick this up in NW Graveyard now. I might be wrong on that bit but I just started a new character and it seems I started it there.

    It wasn't about ITL, I was able to enter as soon as I started campaign. If ITL would be too low then it would in red text I think (ITL on that toon is like 26k).
