Loadout change not working

I have three loadouts on my toon and it's not allowing me to change to one of them which is my main loadout, does anyone know how to fix this problem?

No solutions have been posted. What have been posted are workarounds to a BUG that is getting worse and worse and that the developer should finally fix instead of asking people to keep messing around with gears & co.
