Can't donate surplus equipment to SH coffers

I own a GH and none of my 30 toons can no longer donate any surplus equipment of any level to the SH coffers. However, it will allow Surplus Equipment vouchers. Just not actual surplus equipment. I have tons of stuff I'd like to donate that is taking up valuable inventory space :'(

FYI I can donate anything else just fine.

    Just wanted to add some images to show what is happening. As you can see the toon in question has plenty of items that can be donated

    It looks like it’s the same issue that was affecting armor kits a little while ago. The coffer still has level 70 as it’s minimum armor level for donation requirements, but all the equipment now is level 20 and below. So the coffer doesn’t allow donations as the armor level is too low. They’ll have to adjust the coffer level requirement for gear to be eligible for donation.
