no longer get weapon from Barovia or undermountain start of quest ?

Previously you would get a weapon set and other items when you arrive at Barovia or take the undermountain quest and see Neverember in the moonstone mask .
Neither of these quests has given me a weapon / other items for my bard at level 20 .
is this correct now or a bug ? Otherwise when is the earliest I can pick up a weapon set ?

    You can buy a weapon and off-hand for 250 seals of adventurer. It is not a set, but it has much bigger IL and no lvl restriction.

    It kinda made those beginner sets completely obsolete, so I do not mind... the set bonuses were meh anyway. Just collectors might miss something.
