Lantern Festival Event bug

Has anyone else experienced an issue during the Lantern Festival with the Deliver Red Envelopes mission from the Far Eastern Envoy? I was able to do the mission once but it glitched I guess and I was unable to do it again after that. This means I couldn't farm enough ox coins during the event to purchase the companion since I was only getting one per day from the Load Mortars mission, not 2 per day like everyone else. When I go to the Envoy to get the mission, he says "how may I help you" and the only option is Nevermind and exit talking with the Envoy. I checked my quest list and it shows it in dark letters like it's completed, not blue letters like repeatable quests normally show up
