Cleansing touch

So i have been playing paladin lately and i was doing MSVA, when in the manticore phase i equipped cleansing touch to remove the dot, i kept spamming it but i was looking at my party bars and they still had the debuff, so i thought "There's no HAMSTER way they made it single target, it must be a bug"

Pls tell me it was a bug and they didn't really made it single target because that would be the most stupid thing i've seen in this game, and i've seen plenty
