  Doesn't that make it Microsoft's server?

  Something you need to realize about latency (lag) over the internet is more than your PC/Console and their server is in that network. Your PC/Console is hooked to your ISP (internet service provider) then you send a DNS request for a web page or another server. Your ISP DNS has a list of establish routes to reach the destination. This route can and will take several "hops" through other peoples servers.
  
  For example;
  A traceroute to www.yahoo.com (74.6.143.26), from my ISP in Bay City, Michigan
  Starts in Bay City.

  That is an "easy" path, try a traceroute on some obscure server New Jersey and I bet you will bounce all over the country.
  The more links in that change the longer the wait for data.
