Tiamat Set nerf ?

I mainly play as a DPS but also have a pala heal. A few days ago I decided, to reactivate her.
While doing so, I noticed, that the 5% outgoing healing Bonus from the Tiamat Set is now listed under outgoing healing.
Not long ago, it wasn´t because it was a multplicative buff. Does that mean, that it isn´t multiplicative anymore and got a big nerf?

Most likely it been change due to the recent Outgoing/Incoming healing changes, along with all the healers rework.

"In addition, various sources of outgoing and incoming healing are being reduced to be more reasonable."

It was nerfed from a multiplicative effect to an additive one. Personally, I'm still using the Tiamat set on my paladin because there really aren't any good artifact sets for healers imo. With the Tiamat set, at least the set bonus does help improve our heals even if only a little.
