The black eye quest bug

in Bug Reports (PC)
i was leveling a new toon and i found this were i have to set it on fire and i don't see a way to do it

    ok i just went to protectors enclave to hand in a quest then came back to Tower District and i was able to complete the quest

    I've been able to start the fire once after multiple reloads of the area and instances, but the one time I did, the mob/boss didn't spawn to complete the mission. Leaving and returning to the totem it was still on fire but mob still didn't spawn. Abandoning the quest and restarting still didn't allow for completion.

    Is this quest ever going to work correctly. I have reloaded the game close to 30 times, reinstalled 3 times, back and forth to protectors enclave 5 times among numerous other things trying to get it to do something.
