Warlock Cleanse after Mod 19

I noted this was also mentioned in the PC group during play testing. The Warlock Soulweaver cleanse (Vampiric Embrace) cannot be used unless you have an enemy to hit. This makes using it to cleanse runic effects in MEs pretty much worthless. People hit a rune and my character has to run through the dungeon looking for an enemy to hit (hard with heavy steps). I understand that Warlock healing is much different from divinity based healing, but can this possibly be changed?
