This is an old bug.
When I press L on several of my toons I see this:

The rest of my toons see this:

    For the affected characters, you need to click through all the tutorial green boxes on each tab of the character sheet.

    Wow, didn't realize that it's for some reason could be related to character sheet. Just did that and it worked, thank you!.
