Cleric Encounter "Intercession" does not function after dodge

As stated in the title, the Cleric Encounter "Intercession" does not work while / a short time after dodging.

I dodge and then immediatly use Intercession. My toon is making the animation, the target has the usual golden glow around it, the encounter goes on cooldown, but nobody is healed. The combat log does not show, that the power has been used.
