I got a bound version. The preview ought to match the actual result otherwise it's a type of false advertising, bait and switch.

    I've never seen an insignia bind from upgrading.

    He probably mean the original one was bound but the refinement screen showed the end result is not bound. After he refined it, it was bound (as it should be).

    I can't remember ever seeing a bound epic insignia though.

    I have refined unbound purple insignia with bound green and blue insignia and the result was always an unbound orange insignia.

    An additional problem is if I'd known the result would be bound I wouldnt't have opened the insignia choice packs on an account I have no use for the legendary insignia.
