Stronghold vouchers not dropping

I'm a level 80 Gith Paladin and one of 3 characters trying to play the Seige Battlefield. Played a different character yesterday morning and got plenty of Stronghold vouchers. Changed to this character and played most of yesterday and today...
Not a single Stronghold voucher has dropped.

    They drop. But are very very rare. Some in my alliance have got some.

    I have got plenty of SH vouchers but only one defence supplies after about ten hours of playing.

    I find they drop much more often in HEs that aren't Dragons.

    I've received a couple so they are dropping but it is still RNG.

    Very RNG, 3 vouchers in 30 mins was enough to turn me away from the event. Return not worth time invested. I can do RTQ, buy 2 stronghold packs in the same time and have better rewards for my time. It's a shame too because I enjoyed it there the first few years I played it.

    Has the character that hasnt had vouchers dropped picked up the quest from the master of coin in the stronghold?

    I used to like doing this event, but the past 2 years the drop have drastically decreased. Not even worth bothering with now.
