Personally checked for (at Legendary):
- Ioun stone of Might (bolster 14.5%) HP(should have bonus):26085 vs Deepcrow Hachling (bolster 6%) HP: 31330
Reported form another player:
- Might & Deepcrow same.
- Bullette Pup (no hp bonus): 31660
- Ioun stone of Allure(should have hp bonus): 26165

Looks like i reported this three months ago and there was no respond or patch for this bug:

This bug is especially bad with ToMM HP requirements.
