Soul spark dont generate in some epic dungeons

I play hellbringer warlock and in some epic dungeons i cant generate soul sparks to use soul scorch.I do crit damage i use hellish rebuke and still nothing. Is that happened to anyone else?Specifi dungeon that happen so far is castle never validra s tower and on malborg.
