How to unlock basic services as a New build 70lv character

Hello guys, I use a token to create a lvl 70 character, and this is my only character. How can i unlock basic services? I couldn't manage to find those quest chain

    In your journal there's a setting for making quests you've outleveled appear in the zone so you can find the giver.
