Can't Dismiss New Applications Bug Due To Tutorial Re-Starting

1) Log in to my level 80 Pally (Raith Earraich)
2) Go to workshop
3) Use "Manage Artisans"
4) Attempt To View New Applications
5) All new applications must be accepted and can't be dismissed
Observed Result:
When I view all/any new applicants the system won't allow me to not hire them because it continues to think I am in the tutorial which as you can see by the included images I am way past that point already at a level 2 workshop.
Expected Result:
Being not forced to hire all new application
