    The real question is this:
    Would veterans be willing to shrink their advantage to next to nothing if it meant that pvp picked up to where it kicked off every 1-3 minutes of queue time?

    Lets say the devs actually made a queue that when you entered did the following:
    - Replaced ALL your gear with a standard set of gear (everyone gets the same set)
    - All artifacts are replaced with standard artifacts like the ones given out in the intro Barovia quest
    - Disabled all mount and companion bonuses and powers (including insignia powers and bonuses)
    - Used only low rank weapon and armor enchants (part of the standard gear)
    - Your character could keep your powers, feats and boons, but otherwise you are using the standard gear

    This "Fair" (more or less as people's builds/classes will vary) would probably be popular among new players, but avoided by the veterans, who for the most part are here to ROFL Stomp the new players anyhow ...

    After all, this is why the "veteran PvPers" abandoned the Premade queue when the solo queue came out - no more new players in the premade queue to ROFL Stomp, just other premades.
    I would go one step better. Make it so that to get into PvP you have to use a PvP loadout. No mounts can be equiped in that loadout as well as no companions. Gear allows you to select the enchantments you want to use in it based on just clicking the enchantment slot without grinding for enchants.

    Why it won't happen:
    Veterans don't want to lose god status or allow other players to not have to get pummeled by them when starting out. Cryptic is looking to make money on the people trying to get the best PvP stuff.

    What does this do to PvP?
    Makes it so that there is only a handful of matches that kick off each day. The new map and gear will entertain some for a while. Eventually back to where it is right now.

    How do you make the PvP get more players?
    Build it to where there is a way to play PvP where most everyone is Very close to the same at the start and choices are essentially all the same. Say veterans get to use rank 8 enchants and new players get rank 7 enchants is how close it needs to be at. Choice is varied to where any enchants can be used but everyone has access to all enchants you do. Monetize rewards as to use time played in PvP and zen to buy them at good discounts from grinding in PvE.
