Can't use a scroll of life if getting downed with shield up

This bug has been around for a long long time. Randomly when running dungeons with full group (5 people) as a tank, if you get knocked down while you have your shield up, you can't use a scroll of life nor a scroll of mass life.
This bug happens for both Paladin and Fighter.
Sorry I don't have any more-detailed steps to reproduce this bug. It really just happens randomly when you die in dungeons with your shield up.

This bug has indeed been around for a very long time. It's extremely annoying when a group has to wipe because the tank can't scroll and no one can pick him up if there are adds around at a boss fight.
