After checking more of my characters it seems there's a quest that needs to kick-in upon entering protectors enclave. "An eminent guest at the jubilee". If this quest does not automatically appear in your quest journal then you can't start the Jubilee. this is the initial one that sends you to Elminster to kick off the whole shebang. On one character the quest was given after I finished one protectors speech skirmish (that had no chest loot option).
Edit: after checking all 7 characters it seems random as to who gets this years quests or not. I have some that completed it and have the event unicorn and some that don't, some have quests available and some don't.
Yeah My account that is effected is and the only toon on my account that is effected by this is Drizzt@ch0ppingd3ath. And yes also wondering what is going to be done for all the people that missed days during the event cause of this problem.

I can't open the chest after skirmish, neither I got any quest from Eliminster since day 1 of event... Tried everything ppl said here, re-cheked all files and still nothing.

Me too. 7 / 18 characters have this issue. 5 of these 7 characters are my first 5 chars created during open beta / year one. The other two are from the introduction of Paladin and Scourge Warlock. Have not been able to find anything consistently similar in their quest lists. Most if not all have participated in previous jubilee's based on their completed quests. Elminster's dialog has the following text at the top for the 7: "I think you've had all the peril you need for today. Is there something else I can help you with?" Low level quest visibility is on.
Day 2 no quest path for Jubilee i really wanted a throne. This game has been just one disappointment after another as of late.
try an alternative way - Neverwinter Renown for exchange for a throne can be received quickly carrying out Escort missions. Only they are available to our injured characters
Looks like you guys fixed this on the server bounce, at least all my characters now have quests available at Elminster. I played through today's offerings on one of the problem characters and everything went fine. Thanks @nitocris83 and team.

Yeah I really don't know how, but they fixed the event quest and rewards. Good job doing that ninja fix.

I really hope they do something to compensate those people who cannot take part in this event.....
