Protectors speech skirmish chest unavailable.

I queued for the protectors speech using the public queue.
After completing the protectors speech event skirmish i am unable to open the reward chest.
I am running a control wizard lvl 80
this character is also suffering from the elminster quest bug that prevents me from picking up quests for the protectors jubilee.

    I'm on a leveled up character but new to this event. When the event first popped up Elminster had no quests. then I ran the protectors speech skirmish, and the chest was not available for reward so I left the skirmish. At this time Elminster had all the quests and everything is working fine now even on second day. My wife also had no quests and she is running the skirmish now as we speak... and no chest at the end. and still Elminster has no quests. did not work for her like it did for me.

    Same problem here... I did a lot of runs but no chest or quest either...
