Tier 4 HP boon (NW.110.20190519A.2)

Issue:
Tier 4 HP boon, "Necrotic Bulwark" does not add HP.
Repro steps:
1) Log in to a character
2) Don't have any points in the T4 HP boon.
3) Note HP of your character.
4) Spend and apply points on the T4 HP boon.
5) Note HP of your character.
Observed Result:
The boon does not increase HP
Expected Result:
The boon should increase HP by 1000 per rank.
Note:
T1 through 3 HP boons are working fine.
