Question about transmutation

Dear developer, so why can't I transmute the following item? Both description are same and I plan to put the lower level item in the cosmetic slot.

    Crafted items currently cannot be used for transmutations. Team is aware of this.

    Transmutation of old items in general isn't working for a lot of pre-mod16 items on mod16 items. My Wizard has a Manalord's Assault Petasos transmuted with a Circlet of Webs. I picked up the Cowl of the Spy's Guild helm and it will not allow me to transmute to the Circlet of Webs now. Same issue with the chest and the Armor of Lloth. Please fix whatever is preventing us from transmuting our old appearances so we can have the look we want with the new gear.
