This has been issue for a longtime for PvP ,now that they tried again to make balance for those pvpers the balance no longer works for PvE. So to make the balance correct why not switch all these new caps and scaling to pvp and take away on PVE. Since pvpers are the 1s that cried for balance . to me its like throwing a baseball team together with all same players we need pitcher s homerun hitters and vast variety not less and cookie cutter.

Make a "level playing field" for PvP, where they are are competing against each other, and implement simple proportional scaling for PvE.
Not an option. They have decided what you need, and you just have to like it and stop complaining.
