Jewelcrafting Quest Not completing

I went to do the first jewelcrafting quest given by the strong hold, and after collecting the required materials, the quest giver is not accepting them. The quest tells me to give them to him, but when I speak with him an select the option, it greys out and nothing happens. I have tried to remove the quest and restart only to run into the same issue.

    Try putting the items in your bank and then removing them. Also make sure they are not protected.
